Why the 17-Character VIN Exists
Before 1981, every carmaker numbered vehicles however it liked. Lengths and formats varied wildly, which made theft tracking, recalls, and registration a nightmare — the same "number" could mean different things at different factories. In 1981 the United States, following ISO standard 3779, mandated the fixed 17-character VIN, and the rest of the world quickly aligned. For the first time, any agency, dealer, insurer, or app could read any vehicle the same way.
The standard deliberately excludes the letters I, O, and Q everywhere in the VIN because they are too easily confused with the numerals 1 and 0. The model-year position (character 10) drops even more — it also skips U and Z — and cycles through letters then digits on a 30-year loop (A = 1980 … Y = 2000, 1 = 2001 … 9 = 2009, then back to A = 2010). Because that cycle repeats, a decoder reads the year alongside the plant and serial to avoid ambiguity.

If a single character was mistyped, the math no longer agrees and the VIN is flagged, exactly like the checksum on a credit-card or ISBN number. It also reads the world manufacturer identifier to show the region and maker, and decodes the model-year character.
